Local Priorities Anti-social behaviour – general Message

I wanted to provide you with an update regarding Anti-social behaviour – general, which people around your area have highlighted as an issue of concern on the priority survey.

Tackling Shoplifting in the City Centre.

A repeat shoplifter has been served with a Community Protection Notice (CPN) preventing him from attending named shops and streets in Cardiff city centre.

The 59-year-old had previously agreed to a written warning that that if the behaviour doesn't stop, then a CPN would be issued.

A Community Protection Notice is aimed to prevent unreasonable behaviour that is having a negative impact on the local community's quality of life.
But he breached the Community Protection Warning resulting in him being served with the 6-month notice.

As part of the notice, he must not attend:
• St David’s Shopping Centre
• John Lewis
• Queen Street from the junction of St John Street to the junction of Station Terrace
• The Hayes or Caroline Street from Working Street to Mill Lane

If he breaches the CPN, which he has agreed to, then he can be arrested and put before the court.

Inspector Adrian Snook, from the Cardiff City Neighbourhood Team, said: “We understand the impact that shoplifting is having on businesses in the city centre. Shoplifting can have a devastating impact on shopworkers and retailers.

“This case demonstrates our commitment to tackling retail theft and supporting the industry.”

This is the latest success following a new wider approach to shoplifting by police in Cardiff and The Vale.

Officers have been meeting with retailers and businesses to improve information and intelligence sharing as well as arresting prolific offenders and those who profit from retail theft.


Tackling antisocial behaviour can be a complex issue, and one which requires input and action from more than just the police.

The Anti-social Behaviour, Crime and Policing Act 2014 aims to put victims first, giving power to local people and enabling professionals to find the best solutions for their local area. 

The act provides the police, local authorities and other local agencies with flexible tools and powers that they can use to respond quickly and effectively to antisocial behaviour. 

These include: 

  • civil injunctions. 

  • criminal behaviour orders. 

  • public spaces protection orders. 

  • community protection notices. 

  • dispersal powers. 

  • closure powers. 

  • ASB Case review 

 Anti-social behaviour covers a wide range of unacceptable activity that causes harm to an individual, to their community or to their environment. This could be an action by someone else that leaves you feeling alarmed, harassed, or distressed. It also includes fear of crime or concern for public safety, public disorder, or public nuisance. 

 Examples of anti-social behaviour include: 

·       Nuisance, rowdy or inconsiderate neighbours 

·       Vandalism, graffiti, and flyposting 

·       Street drinking 

·       Environmental damage including littering, dumping of rubbish and abandonment of cars 

·       Prostitution related activity 

·       Fireworks misuse 

·       Inconsiderate or inappropriate use of vehicles
